Everybody was looking forward to welcoming the FIG in Tokyo.
Bruno Grandi recommended avoiding emotional reactions. We must rely on scientific facts only.
The decision to organize these competitions in Tokyo is not called into question, since we now
have sufficient guarantee in terms of health. The Executive Committee recommends not going
back on decisions made previously.
Michel Léglise pointed out that recent information has confirmed that there is no reason not to go
to Tokyo. He explained the various problems a nuclear threat could create, but observed that the
current radioactivity in Tokyo is at the same level as that measured across Europe. With respect to
water, the level of radioactivity stands at zero. Therefore there is no danger to date to go to Tokyo.

Koji Takizawa said that he was very moved by the many messages of sympathy he had received
following the natural disaster that had struck Japan. He thanked the members of the Council for
trusting his Federation. He is looking forward to welcoming everyone next October in Tokyo.
Bruno was pleased to confirm that the city of Tokyo will host the 2011 ART World Championships
as originally planned.
13. Proposals to Submit to Congress
The Secretary General informed that there was no other proposal to submit to Congress.
14. Report on the Academies
Slava Corn informed on the current situation of the Academies. The program was launched in
2002 and, thanks to the support of the IOC, we will be able to help over 34 developing
countries. Courses for ART men and women are ready. She explained the various academies
that have been organized around the world. We are now waiting for North Africa and Western
Asia to initiate this program. A CD about this program is available to all interested people. We
will review the situation at the end of 2012.
Slava Corn showed on the screen statistics on the academies that have already been organized
worldwide. She remarked that this year and next year the focus will be on level-3 academies. We
need to have Federations that are ready to offer these courses in different parts of the world. She
is available to anyone wishing to discuss this subject in private after the meeting.
Bruno pointed out that the IOC has been giving support to this program and has decided to
increase its financial contribution; consequently we will now receive an amount of USD 70,000.
With respect to the next elections, the President indicated that people interested in submitting their
candidature for membership in the Technical Committees will need to have a level-3 brevet. He
also reminded everyone that any Federation interested in organizing courses must have FIG-
brevetted technicians; otherwise the course cannot be funded by the FIG.
15. Council Meeting in 2012
André Gueisbuhler remarked that in compliance with the continental rotation in force, the 2012
Council should be organized by a UAG country. Since no bids were received within the deadline,
we had opened the call for candidatures to everyone. We have received only one bid coming from
